Starting an OPT Job Before Your SSN Arrives: HR Checklist

Separate OPT work authorization from SSN processing, prepare onboarding documents, and ask HR about an SSN-pending start date.

Quick answer

An SSN delay and an employment authorization delay are different problems. SSA says an employee can work while an SSN application is being processed. That does not create OPT authorization: first confirm that your work authorization is valid and that the employment qualifies for your OPT period. Your employer still needs to complete onboarding and payroll arrangements. Ask HR to review the SSN-pending procedure rather than assuming a missing number requires waiting or that an approval email is enough to start.

Prepare for the HR conversation

  1. Check the actual authorization dates and whether you have the documents needed for employment verification. A requested OPT start date alone does not authorize work.
  2. Keep the SSN application confirmation and a record of when you applied. If the number is delayed, contact SSA through its official channels.
  3. Ask HR what it needs to complete Form I-9 and payroll while the SSN is pending. Do not enter an invented number or use someone else's number.
  4. Agree on the actual first day of qualifying work in writing. Keep the offer, duties, hours, and start-date confirmation together.
  5. Report employment through the appropriate school/SEVP process and update payroll when your SSN arrives.

Does the offer stop unemployment days?

Track actual qualifying employment, not the offer acceptance date, the SSN application date, or the day payroll creates a profile. An offer for a future start does not fill the intervening gap. Ask your DSO about your specific employment arrangement before recording it as qualifying work. Use the unemployment calculator to record dates after that review.

Replace the bracketed details and use your employer's secure onboarding channel for documents. You do not need to send your SSN or full immigration documents in an ordinary email.

Could you confirm your onboarding and payroll process for an employee whose SSN is pending, including the documents needed for Form I-9? Please confirm whether [proposed date] can be my actual first day of work and how I should securely provide the SSN when issued.

If HR cannot accommodate the proposed date
